The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

Under general direction, the SBO Cash Management Manager is responsible for ensuring the efficient execution of billing and collection operations, with a particular focus on Accounts Receivable collections, cash posting, and cash management for multiple entities within the San Francisco Health Network of the San Francisco Department of Public Health. These entities include Laguna Honda Hospital, Zuckerberg San Francisco General Hospital and Trauma Center, Population Health, Behavioral Health, and all Primary Care clinics.

The SBO Cash Management Manager (0923 Manager II) performs the following essential job functions:

  • Supports the Patient Accounting Department by managing the 837 and 835 processes and addressing cash-related inquiries.
  • Oversees the Request for Proposal (RFP) process for Patient Accounting vendors and approves monthly and annual invoices from Craneware, RevSpring, My Ability, Experian (including both Claimsource and Real-Time Eligibility services), and OB Package. Ensures timely establishment of purchase orders for vendor funding annually and notifies the Contracting Department of impending vendor contact expirations.
  • Provides vision and leadership to efficiently oversee and guide the SBO Cash Management team and Patient Accounting departments. Facilitates the development and attainment of goals and objectives aligned with the values, missions, and strategic plans of the San Francisco Health Network and Department of Public Health.
  • Serves as the ARCR Single Billing Office Hospital Payment Application lead and actively engages relevant staff in EPIC-related meetings, ensuring their participation to advocate for and address the specific needs of the Department of Public Health.
  • Ensures accurate and timely posting and balancing of daily cash collections across multiple divisions into EPIC, adhering to CON Cash Handling Policy standards.
  • Verifies that EPIC Accounts Receivable transactions are accurate to ensure fair reporting of financial information to the public. Works jointly with financial leaders to resolve any issues and communicate short and long-term reporting challenges.
  • Collaborates with Clinical and Operational leaders within the San Francisco Department of Public Health to maximize revenue.

The SBO Cash Management Manager (0923 Manager II) may perform other duties as assigned/required.

Qualifications

Required Minimum Qualifications

  • Education: Bachelor's degree from an accredited college or university;AND
  • Experience: Four (4) years of professional experience overseeing billing and collections operations in a hospital or healthcare clinic.

Education Substitution: Additional qualifying experience may substitute for the degree requirement on a year-for-year basis. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Candidates that meet the minimum qualifications will be invited to participate in a Supplemental Questionnaire (SQ) exam that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: ability to manage, train, and coordinate complex functional areas of responsibility and groups of employees; ability to identify, analyze, and report upon activities, issues, and problems and recommend appropriate solutions; ability to interact effectively with external stakeholders, including the Controller's Office, Treasurer & Tax Collector, and contractors; knowledge of EPIC Cash Management and banking functionality, including a strong understanding of how EPIC and bank accounts interact, including but not limited to a strong understanding of electronic interface and remittance file processing, lock box, EFT, etc.

Candidates must achieve a passing score on the Supplemental Questionnaire exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.
