Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as Chief Accountability Officer for IDPH. Performs highly responsible and sensitive policy making functions to ensure the Agency’s grant programs comply with the Grant Accountability and Transparency Act and Administrative Rules and Regulations. As policy formulating administrator, with full authority to commit the Agency to specific courses of action, directs and implements a comprehensive agency wide grant accountability program. Represents the Director at meetings and makes decisions committing the Agency’s resources to specific courses of action. Drafts reports concerning State and Federal financial assistance activities. Establishes and maintains a systematic process for notifying the public of grant programs and the life cycle of a grant award. Reviews single audits and their supporting documents submitted by IDPH sub-grantees. Serves as supervisor.

Essential Functions

  • Serves as Chief Accountability Officer for IDPH.
  • Speaks on behalf of the Director, represents the Director at meetings, seminars, committees and task force. Serves as IDPH’s Accountability Leader.
  • Serves as full-line supervisor.
  • Establishes and maintains a systematic process for notifying the public of grant programs and the life cycle of grant award, such as but not limited to, the application processes, disbursement of funds, agreements and specialized requirements, compliance rules, achievements and audit findings including fraud, waste or abuse in accordance with Federal Finance Accounting and Transparency Act reporting requirements.
  • Conducts review of Single Audits and supporting documentation submitted by IDPH sub-grantees.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Three (3) years of extensive project management over grant projects.
  • Three (3) years of experience implementing grant risk management practices.
  • Thorough knowledge of laws, regulations, rules, policies, procedures and methods governing the administration of Federal and State grants, cooperative agreements and awards.
  • Three (3) years of experience as an administrator over an electronic grant management system.
  • Three (3) years of experience with grant management processes and techniques consistent with sound business and industry practices, financial methods, procedures to assess the financial stability and overall risk of recipients of Federal and State grants and cooperative agreements.
  • Thorough knowledge about public health management practices, policy, programs, initiatives and functions.
  • Ability to analyze administrative problems and adopt creative, effective solutions to the problem.
